philippines:do you favor the creation of an autonomous cordillera????

the first two plebiscite in the history of making an autonomous cordillera was rejected but now in the congress they are trying to revive it,,, Do you think the problem before was adress to and the cordillerans are confidence to agree with the new proposal or what we may call as the third organic act for the craetion of autonomous cordillera?

From what I know the CAR still exist and they are a separate region from their former Region 1. But maybe I lack the entire facts about their history. I wonder who is reviving this and what is the purpose of reviving this proposal again if the people there has rejected it then why propose again.

At present, CAR is Cordillera Administrative Region. That means being just a separate region. Autonomy is akin to having a separate state. The region will have separate governing body working within the framework of the constitution. The autonomy proposal was rejected by the five Cordillera provinces (Ifugao voted yes) for fear of having not enough support from the government and the threat of being subjugated under the then Cordillera Peoples Liberation Army of Fr. Conrado Balweg.

I wonder what's the greatest motivation to ultimately make Cordillera an autonomous region. Is it because the Cordillera People's Liberation Army (CPLA) is no longer a threat? But why haven't they made the proposal long ago? Or maybe because some power-hungry politicians are no longer eligible to run in their current post that they decided it's time to create more positions to accommodate allies? Whatever the motive is in going for autonomy, I do hope the Cordillerans will be wise to see what is best for the region and eventually go for it. There are both advantages and disadvantages becoming an autonomous region. But without good managers to lead the region to real autonomy, then it is not yet time to move for this.
