Security settings

I have Vista and I'm using Firefox. When I tried to download Google Chrome and some other .exe files, I get a very quick download, then when I try to open it, my computer says, " XXX.exe is not a valid Win32 application."
When I try to download the same file using IE, I get a flag that says, "Your current security settings do not allow downloading of this file."
I've looked everywhere and can't figure out what's happening. I suspect something is stopping the computer from downloading the actual, whole, or properly named file, but I can't find it.
I have CA Security Center, not running Windows firewall. I access the internet through a wireless router. Does anyone have an idea what is happening or where to look?
