Quotes from Car Insruance companies - do they change?

I am int he process of changing our car insurance. Our current policy increased by about $150, not a huge deal but honestly, I don't want to pay it.
I checked out other companies: Geico, State Farm, All State, Progressive. All were cheaper (at least $100) than our current company. I started of comparing apple to apples, then changed some infomration: increased the deductible, got rid of medical payments, increased property damage, and increase the amount we get per day for a rental car. I kept everything else the same, mileage driven, any violations, etc.
Geico came out a lot cheaper. I called our current company today and told them what I found (hoping they'd try to meet it...) and the lady told me that even if you give your drivers license number and are 100% honest, the rate could change.
Now, I have gotten insurance quotes online before and they have never changed. Has anyone had this happen to them?

The rates can definitely change in the time frame before actually taking it out. I think they go by the claims and statistics at the time and it will make the premiums go higher and lower accordingly.
