Who is the genious that designed signal lights on cars?

It was OK at first. Signals were large and very separate from headlights that could be easily seen when they are blinking. There are some "modern" models however that are almost useless. We now have halogen lights which are much brighter than the previous decades' lights, and putting a pathetic little dim blinking light beside the halogen headlight is not as easily seen. Yes, I know, less than half of the US population use turn signals anyway, and even less for the benefit of pedestrians like me, but come on - at least give us pedestrians a chance with those who are thoughtful enough to use them.
