What would the constitution of your fantasy country be?

I watched the movie Utopia with the comedy team Laurel and Hardy today. Laurel had inherited a lot of money, but most was taken away for lawyers' fees, taxes, and other "incidental charges." They (well, Laurel actually, but Hardy was "financial adviser") also got a yacht and a island in the south seas. Eventually four people ended up in the boat when it ran aground on an uncharted island. They learned how to survive and a fifth person was added to their community. The island was eventually noticed and was starting to be surveyed and was found to have much uranium. Many countries wanted it, of course (the movie was from the thirties, I believe), so the five decided to declare sovereignty and quickly wrote their constitution that basically specified no taxes, no passports, no laws, no money. That would work fine with five people on the island, but soon thousands showed up. It became apparent that the constitution was inadequate to support a large community. So that got me to thinking, if they had foresight into how many people would end up being there, what would a more reasonable constitution be? The more I thought about it, the more I realized it would take a lot of time to sort out the knots, and it would need to be worked on by committee, the current inhabitants of my Tiny Island Sovereign Nation of Qaeyiousia. Let's assume a population of less than 10,000. Individual rights will be foremost on my mind, so on the top of the list, freedom of religion (and from religion), freedom to express opinion in any medium (free speech) as long as it does not include violence or mortal danger to the community, freedom to peaceably gather, and to petition. I won't have an Executive or Legislative branch. I originally thought to have everything done by jury, but in regards to warrants, a jury trial seems to be overkill. But laws for such a small group, let someone petition and let it be done by jury. That will leave it out of lobbyists' hands. They won't even exist in this system. So yes, warrants for any searches are necessary to be accepted by a judge, all crimes' verdicts by jury. Please permit me to stop here; I have writers' brain cramp.

The one we have...it's a fantasy cause no one pays attention to it anymore. Interesting movie though. They should do a serious one, rather than a comedy.
