what does this sentence indicate?

hey friends... basically, as I was browsing the online payments, I came through Ciao.co.uk. as i scrolled down the terms and conditions of the site, as I got a bit confused over the meaning of such a sentence that says, the payment is only proceeded through a UK bank account!! Does that mean, the bank has to be established in UK and only the Uk residents are legible to get through? or the UK bank account could possibly have international branches so that, anyone in the world can get through? I am very much confused as the information seems to be somehow ambiguous as it carries two confusing indications!! So, what does that mean? if the information shows that, the bank could have outside branches and I can get registered online, so, what are the names of these branches? could you please link me the sites of these UK bank account branches? It would be very much appreciated if you help me through... Smiley,,,
