Hi,
What I do to earn online doesn't rely on needing a downline but for me one of the best things you or anyone can do is to be honest and more creative. All too often it seems people are trying to build downlines by using the exact same method (same banner etc) as everyone else. They put a list of banners or links on a page with nothing else and hope people sign up.
Instead try putting a bit more content, why you like what you're promoting, what you dislike about it etc. Make it a one page thing per whatever it is you're wanting to build a downline to and then promote that one page - article marketing, forum signatures etc (using anchor text) - that'll build links back to that one page which will help in the search engines - in turn that will also help rank other pages in your blog or site etc.
