An abbey monk was threatened to jail for making cheap, high quality casket

In Louisiana, an Abbey monk was threated to jail by the local funeral board of directors, because he makes cheap and high quality casket to people. In comparison to those casket sold by the funeral home board, it is quite a competitor in this market. Now, to protect their benefits and profits, the funeral board of directors issue a cease and desist law order to this monk to stop his crafting of these caskets to customers.
After I read this news, my ultimate question is, are we living under a free - market capitalism system? Do we have the right to sell if we actually running a business here? Why they are so afraid of it, if their products are competitive in this market?
