It really depends on the context in which the word is used. There are times when someone says something smells fishy and that means that there is something about a story that just doesn't really jive. However, someone can actually use the same term when referring to an actual smell in the air or in a room. They can also say that someone is acting fishy when they aren't behaving in a way that would be appropriate for a situation.

Perhaps you know what is fish, right? Hence, you likewise know what a fish smells?...If you hear or read "fishy" or "I smell something fishy", it means that something is wrong or I smell something not good...It refers to those acts when your instinct senses that something is going on.

This discussion is full of fishes! Nah... just kidding. Fishy means suspicious. For example you caught your brother with his peers in the dark and we you go to them they act like they're hiding something. And then you say "There's something fishy going on here!" That means you're suspecting that they're doing something in the dark. Hehehe. Hope I helped.
