State trying to reduce state income tax to be competitive

As you know, although the radio and advertisement keep on telling us about our nation's economy is on its way to recovered, but the unemployment rate is still high. In order for those corporations and companies to hire people again, state of Georgia willing to reduce its state income tax to stimulate the competitive edge of it. Although state income tax will be lower, but the sales tax will higher as an alternative solution. For instance, the tobacco tax will be goes up from 38 cents to 69 cents. If you selling your car to your friends, there will be sales tax, except if you sell your car to your family members, and other service tax will be levy at this point. What do you think about this measure? Would it be helpful to stimulate the local economy and employment rate?
