So the boss fires them but the official reason is they quit?
Depending on your country's laws, the employee would normally have recourse (in the UK at least, I don't know for Indonesia). They could complain that the documents have been falsified and demand that they be changed.
However, it might not be in their best interest. Being fired can look awful on a CV/resume, depending on the reason, so it might be better to leave it as voluntarily quitting. It depends on the situation.
My guess is that the boss does it to avoid paying any period required by law. Usually, when someone's fired, they get all their outstanding holiday pay and a couple of weeks of cash in hand. Voluntarily leaving means you forego all that.
