I work in an English Center in my hometown. It's just a small city, but the need of English in my country makes it one of the choices people take to learn English (thank God). :) We also provide a TOEFL-like test and certificate for workers or students. However, the need of TOEFL is now increasing and some competitors also offers a TOEFL-like test and provide certificate. TOEFL-like certificate only lasts for 6 months and it can't be used as a guarantee to apply to bigger Universities or Companies. One franchise course in my city has offered a TOEFL certificate with a license from one of Universities in the US. My manager thinks it's time to move forward by looking for a license too. The aim is to get the customers' trust to our English Center. He asks me to search for an info on the internet but of course I don't know where to start. So, can anybody here help me and tell me who should I send an email to gain information to, or how can I get the license and from which University? Please help me...and thank you soooooooo much in advance!

Oops, missed the 'o' - different thing.
You need to look at http://www.ets.org/toefl - the official starting point. There's a section on registration on Wikipedia here: http://en.wikipedia.org/wiki/TOEFL

I think you can register the license by yourself on the TOEFL official website and then you can choose the nearest or the most comfortable place for you to take the TOEFL test after paying the fee.
It seems that there is no need for you to get a license from other universities.
And furthermore now IELTS test is also very popular and can be used almost all over the world.
I hope it can help.

Umm..thank you for your help, but I didn't mean to take the test. I mean, I'm looking for the license so that my course can provide a legal TOEFL certificate. I don't know how to explain it better, but I hope you understand... :)

There is lots of information out there that you can read up on. There is one site online that provides you with facts and answers to any question that you might have about Toefl. Type in ea.toefl.eu in your browser and there is a list of everything that you might ask and links to the answers so you can go through the step by step process of learning how to obtain your license certificate.
Good luck!
