my neighbor has a new cat, and the cat beats up my little dog, and the cat sits on my window seal which has a stucco pull out, and he poops in my kids sandbox, what should i do, i don't want to say something rude to the neighbors, but their cat is a pain!

what the new cat is doing is that its marking its territory on your neighborhood. approach your neighbor, tell them about the cat poop since your kids are playing in the sandbox. since the cat is new, it might not be pooping in its kitty litter since the cat has found the sand box. just tell your neighbor nicely, im sure they'll do something about it.
