I have lost over 40lbs, gone from a size 16 to a size 10, but can not wear sleeveless tops because my arms are still big and flabby. I tried weights but must be doing something wrong. help

If you lost weight very quickly, then it is harder for your body to get back into shape. Our skin has elasticity, so it stretches as we gain weight. There are factors that affect the elasticity of our skin, such as making sure that we drink enough water, keeping our skin moisturized, the amount of weight gained or lost and over what time period, etc. If we gain a lot of weight quickly or if our skin is not very elastic, then we will develop stretch marks because it does not stretch properly. Similarly, if we lose weight quickly, then our skin might not be able to contract properly, and it will appear saggy and flabby.
You can help to tone your arms by lifting weights, but it is important to do it properly and remember that it will take a while to see results. Since you are trying to tone, it is best to lift very light weights and do a lot of repetitions, although you should start out with a lower number and work your way up with the number of repetitions. It is also important to work both your bicep and tricep muscles, and different exercises will focus on specific muscle groups. There are other methods and exercise routines, such as Yoga, that will help you stretch and tone your muscles, too. The most important thing is to find something that you like and stick with it.
If you do not have any experience lifting weights or doing exercise routines, then I suggest that you either get a DVD that gives you step by step instructions for beginners or join a gym that offers a personal trainer. You might even want to try both and see which one you like better. It is also very important to check with your doctor and make sure that you are physically able to do these types of exercises without any health risks. If you have certain medical conditions, then your doctor might want to limit your exercises or provide you with a specific exercise routine that will help you without risking your health.
