Low Income Spaying/Neturing

Do places like the ASPCA and others that offer low/reduced priced spaying neutering (low income people) spay and neuter animals other than dogs and cats? Or is just for dogs and cats? Because it is over $200.00 to get one rat...

One of my little boys has started showing irritation around his back ears. I suspect mites, except then I would think his two cage mates should also have scratching issues. Have you seen this with allergies? He is otherwise...
