Gangsterism in school. How bad it is in your country?

I have read in newspaper recently that the problem of gangsterism in school is getting worryingly in my country. The kids as young as 12 had already their own gang and bullied other students. Is this problem happen in your country...

i would just like to know if gangsterism is rampant in your place? this bothers me a lot as most crimes in our neighborhood are being attributed to this... and it pains me seeing my fellow 'almost' grown up people, esp. boys,...
