I dont think that drivers should get tickets for talking and driving at the same time. If they get into a car accident then they shoud be charged but their are many good drivers who can and need the cellphone in their hands.

Kokuryu being an honest person and knowing how dogs can be treated in kennels/etc, i would try my hardest to find the owner but keep the dog and care for it the best i could until the owner shows up.
