mandeliang Speaking for myself,I do sometimes talk while someone is speaking publicly.And usually I don't hear what he is talking about.I may catch a few sentences but not many.I try not to do this but sometimes I just can't help do this.

mandeliang Ask them to explain the topic.That is one way to catch their attention.If thy are absent-minded,they can't tell what you are talking.Some of teachers do this and some students find it annoying because this prevents them from sleeping in class.
