We Need a Stoplight

This morning,my girlfriend and I were talking when we heard some sort of collision in the intersection out front. I went outside to check it out, and saw only one car involved.
At first, I thought the driver, who was now standing in the road crying, had hit a dog, mainly because my loud neighbor from across the street was talking about a "woman walking her dog" on his cellphone.
Turns out the woman hit another woman, who was crossing the street.
I'm not here to speculate about whether the driver was talking or texting on her cellphone, drunk, asleep, driving from the passenger seat, whatever.
Here is what I do know: this intersection needs a stoplight. A pedestrian might as well not even bother using the crosswalks, as motorists just gun it when you're already in the middle (just last week, I almost got wiped out by some woman from Texas who couldn't be bothered to wait a couple seconds.) It doesn't matter if you're walking with kids, pushing a baby stroller, or carrying heavy packages, these drivers aren't waiting. And the closer you are, the more aggressively they gun it.
The cops, who are stationed about 100 feet from said intersection, are no help. They might as well stand there and high-five these motorists. In five years, I've seen them pull over exactly one driver for failing to yield (the cop probably gave the motorist a prize instead of a ticket, since they witness these infractions on a daily basis and do nothing more than turn their heads.)
And now someone has been hit, and I am going to speculate that it will result in a slap on the wrist for the driver.
To add insult to injury, three cars all turned left into the path of the ambulance as it was attempting to pull away with it's injured cargo. The lights and siren were on. The cops looked the other way.
All of this might have been avoided with a stoplight.

The cross streets both have them, but no stoplight for a block west and 3 or 4 blocks east.

@JohnRoberts - Colorado Springs area drivers are really bad anyway. They bring it up here when they come into Manitou, only worse because we're small.

Heck, no stoplight I know of can make a bad cop good. Maybe just report the facts you've given us to the mayor and if the pedestrian recovers well perhaps that will help get better cops to do what should be done. Not all cops are bad but what a mess when one is.

I always find it funny where they put stop lights and where they do not. I also live on an intersection where it needs a stoplight. At least one big accident a year and more like 3 on average. My parked car was totaled because people like to speed through the stop sign early in the morning and they lose control because how fast they are going.

The speed limit in Downtown Manitou is 20. I go outside at 2:30am and people are flying through here like it's the highway.

Yes, motorists are required to yield to pedestrians in the crosswalks.

I guess it's not a priority. They are busy searching for a counterfeiter right now, from what I read last night.
