Here the popular time to quit the job is after the Chinese New Year. Since the employees already got the annual bonus. And therefore they are willingly to change a new job after the Chinese New Year. If you quit it earlier, you may not get your annual bonus. This is why there are so many job recruitments after the Chinese New Year.

I guess knowing when to leave or not, when you can't take it anymore, I hated one of the jobs I've done, but couldn't leave, took me years before I did finally leave.

I would think that anytime is okay as long as you give the present employer plenty of time to find someone to take your place. If you don't it could mean you would get a bad report from them.
