Another shocking incident of a heinous dead by a perverted mind- when will things change?

I was thinking that after starting a few discussions on negative incidents, I would stay away from starting another one. However, this recent news made me think and start a discussion here.
The incident was that in a "international" school in Gurugram(earlier Gurgaon)- a city bordering Delhi, a second class school student of 7 years was killed by a person in the school's washroom. The boy was mercilessly killed and the knife was found near his body.
The culprit has been caught and he was a school bus conductor. The killer was also interviewed by a reporter and he seemed like an insane person and said he was hiding in the washroom; killed when he tried to make some sexual advances, and the boy shouted, so he got panicky and killed him.
The incident is so shocking and also points to neglect by the school authorities. How come, the killer was able to come inside and hide in the washroom near the kids' classes?
How come, no one was able to smell something suspicious, when the classes were so near to washroom?
And how could he escape undetected?
These are serious questions. However, I feel so terribly sorry for this kid who lost his life, and for his family.
This is an incident which has created fear in the minds of each and every parent who has come to know about this incident.

Yes there was a basic security flaw, as some of the things in a news video indicated. And it is also surprising, how the killer got away without anyone noticing him.

I am still left to guess whether he was sexually abused. It is surprising that the school is not buzzing with people at the time when children are left at the school. Parents are also responsible to an extent as they need to see that the child is at the school fifteen minutes before the school begins, not half an hour an hour before. The school is not their unpaid nanny. If they have their job schedules, they need to find ways to accommodate such things by taking help of other friends of the boy or some school bus, not dropping the child early at the school. If children reach there in school bus, it is the school's responsibility alright.

The CBSE itself has severely criticized the school for its lapses and flaws. And investigations point that he was not sexually abused, and even indications are that the so called culprit has actually been made a scapegoat to save the real culprit- a person who might be someone that school authorities know.
To add salt to the injury, the suspended school principal has been allowed to rejoin as a teacher in another branch of Ryan school in Gurugram(Gurgaon) - in sector 40 branch, which has made parents of that branch worrisome.
And for media this news is no longer hot and "spicy"- so deplorable!

@Shiva49 The incident has made many cry. It has awakened many authorities into action. However, the real test will be after a few months, when the memory of this gruesome news will fade out in many's minds.
It remains to be seen that safety of our precious children does not just become a news or a political issue, but becomes something which should be the topmost priority of school authorities, parents and teachers.
Frankly, even in many so called "Good Public schools" in India(I know more of Delhi NCR schools, but the situation is similar all over India), there are often many things that are overlooked in terms of safety of students(and even teachers!).

And we got a news that the suspended principal of that school has got duty as a teacher in another branch of that school. Really really shameful, as independent investigations are also underway.
