Crazy Hairstyle

Can someone please tell me this is a normal hair style because I have never seen such a thing. I was waiting for the train here in the city and thought that hairstyle is not ordinary. Correct me if I am wrong. I personally would never do my hair like this. Would you ever do your hair this way or do you recognize this style?

I am also seeing it for the first time! though I am not a female , I wouldn't recommend such style as it increases one's over all height and that can be hampering factor in many day to day activities! Thanks for sharing another interesting fact dear friend!
