Service Animal Confusion

Experts say the Americans with Disabilities Act, or ADA, allows people to bring service animals to hospitals and emergency rooms and many other venues. Recently a woman who visited an emergency room in New Jersey (U.S.) with a service dog was told she could not keep the animal there.
Why did this happen? It seems legitimately disabled people have been put in an extremely tough situation because of so many selfish pet owners who want to bring their pets with them everywhere. These despicable people are willing to lie to bring their pets along with them wherever they go. They will claim falsely that their pet is an emotional support animal. This increasingly ridiculous behavior makes it more difficult for genuinely disabled people who actually need to have these service animals with them.
Clearly the selfish who fake dogs and other animals as service or support animals could hinder the needy 's rights as it did in this woman's case. It needs to stop.
With so many instances of people coming out of the woodwork to deceitfully take advantage of this law, a stricter identification system may be required.
What are your thoughts? Is there a more effective way to protect the rights of the disabled?

I see more and more of this with dogs in stores. People just carry them in like a child?

I feel that the handicapped get screwed anywhere but in this case it is not right what others are doing to them.

I agree. In some cases an animal as an emotional support animal is necessary, but keep them to dogs or common pets. No need to go to the extreme with peacocks. Those are the fake ones who go to the extreme and make it hard for people who need them.
Stricter guidelines are needed and we'll most likely see them soon. At least I hope so.

Possibly a massive fine would be a deterrent. Also an ID carrying system. Thanks for your response.

It seems to me either some people think laws/rules don't apply to them or else they are entitled to bend them...
