A 'burkha' clad man enters ladies toilet - booked by police!

In Goa, India, police has booked a 35-year-old man for entering a ladies toilet by wearing a burkha - an enveloping outer garment worn by Islamic women,which covers the body and the face, to cover themselves in public.The person has been booked for attempting to impersonate a Muslim woman, in order to enter a ladies toilet.
I fail to understand what that jerk was trying to achieve by entering women's toilet. Is it a case of plain stupidity or height of perverseness?

@Mike197602 If you do not know, Syrian refugees are mainly Shiites. Shiites Muslims do not wear burqas and are not terrorists, except in the brain of Trump.

@topffer anyone can say theyre anyone doesn't mean they are.
I actually have a very good friend who is/was fighting with the ypg against isis and he said don't trust any of them.
why are they so keen to come to none majority islamic countries???
PS...just a small quote " Sunni radicals and Shi’a extremists differ in the overall approach and main objectives for their use of terror"...they both use terror just one is more state sponsored than the other.
Of course they aren't all terrorists, a great number are economic migrants.
Open EU borders just make it easier for terrorists to move around.
