Pet boarding kennels: are they a scam?

We've never had to board any of our pets over the years.
Our daughter and husband have just gotten a Golden Retriever puppy, Saint, who is absolutely adorable. He's so friendly and cuddly.
But when they go on their next cruise (again), they plan to put Saint in a local boarding kennel.
Do you know how much kennels charge per day in Charleston, SC? $45! I can't believe it. I told my daughter I'd come down and pet sit for a whole lot less than that!
But the scam part I'm wondering about is: they're paying a lot of money and Saint is supposed to be taken out for play time, walks, whatever else you can do to pamper a dog.
But how does anyone REALLY know if the animals actually get all that? It's not like you can ask your dog, "Did you enjoy play time this morning?"
Oh, and if you're a really good pet parent, your pet can get a frozen popscicle treat for only 3 additional dollars.
You can't just show up unexpected like you can at your kid's classroom to check on them. The employee can just say, "Oh, we just got in from Saint's walk and he really loved that popscicle he just ate."
Am I being too cynical or paranoid? Is there a way to know if those people actually do what you're paying a fortune for?

I guess you could suspect something if your pet was dirty, but how can you tell if they were exercised and fed extra treats that you paid extra for? I guess NJ is even higher, glad you've got a friend to watch your pets.

@1creekgirl I don't think you could. But I don't think that most of them are "scams". They are in business to care for pets. If they don't do that then they will lose business.

My niece put her Golden Retriever in a boarding kennel during 15 days, she paid the same in Italy about $45 a day. She was not happy at all when she came back and got her dog back. The dog was not clean, she had develop a disease and the vet said they fed her with inappropriate food.

@1creekgirl Here it would be, my niece lives in Italy, it costs too much to sue the kennel. She brought the dog to her mother after that experience.

Is there a contract with a stipulation that they would be liable in case something happens to the pet? I asked because something like that would make them do a better job. Pet boarding is not popular here but I think it's a bit overpriced but then again it depends on what they have to offer.

I have never heard or read about any abuse in these kinds of kennels. You just have to believe. However, that is a lot of money and if you can pet sit then I would think that is a better option.

I would pay my sister to come here, where they live before I would pay anyone else, I cant see them having enough employees to handle that and still make a profit.

We had an excellent kennel when we were on vacation. Sadly they are gone now. $45 seems like a huge amount.
