Freedom of Information Act, UK

Britain have Freedom of Information Act to get information from public authorities, however....
this work on Private institutions?
Or Britain still have information related to India when there was British Rule?
Do members of commonwealth have any right to access this law? or something?
Please inform if you know. (British People and those who know are most Welcome)

@Gillygirl That is where it goes wrong. In government organizations, you apply through right to information act, and relevant information will be provided. But in private organizations, where many things can and do go wrong, we cannot access information.
