National Guard being called up - What does that mean?

So I had heard from someone today that said the National Guard was called up in Illinois. He said they were being sent to Chicago and of course he was technically right. The scare tactic he was trying to use was as if the Guard was some kind of security force for the city. Did he exactly say that? No but he implied it and the other people in the conversation assumed it and were all freaked out. It was not the case. I looked into it and let them all know to quite freaking out. What really is going on is that the governor called up 60 National Guardsmen. 43 from the Peoria-based 182nd Airlift Wing’s Medical Group and 17 others that are planners and liaison officers from both Army National Guard and Air National Guard. None of which are security forces at all. They are going to be helping set up and assist with anticipated need for logistic support and medical staffing. Many other states have or are in the process of doing the same thing. So when you hear about National Guard or Reservist being called up please quit making it sound like there are going to be armed military walking the streets. People are more interested in hyping this thing than actually giving true information about it.
