Cheesy Gossip: The Dog Is Barking Non-Stop...Urgh!!!

It is a torture day today. The causative factor is the neighbor's dog next to our house is barking all day long. I also anticipate that it will continue all night long. Whoah!
Before you react violently, I am just kidding.
Here is the cheesy gossip about it. The tenants are not around and left the dog in a cage unattended. Calm down, they are really insensitive. The reason why I am not reacting that much is that we heard the landlady's words yesterday. It sounds like they haven't paid their rents and bills last month.
Now, we are enduring it and pretending that the dog is just singing.
How can I report them if they are in this situation?

@DocAndersen I felt bad for the dog. It seems like the owner is just inside the house and ignoring the dog and hiding from the landlady.

In fact, it happens again yesterday. I am having side comments while it barks. I let them hear what I say but not confronting them. Besides, my lovely mother called their attention a few days back. Now, I felt that they insulted my mom for not doing anything about it.

*sigh* Nope. I would still report them. (The dog has been barking for a long time and the neighbors don't care. My comfort comes before concerns about the neighbors.
) Here, if they weren't taking care of their pet, the Humane Society would go and pick up the pet and keep it or send it to a shelter so someone else could adopt it. (The people who owned the dog would be fined and told they couldn't own a pet again for two or three years, depending on what kind of shape the dog was in when the Humane Society got there.)

@DaddyEvil Same thing here. Although it only applies at midnight till 6 AM. That's why I cannot complain about it.

@Shavkat Pretty and I both sleep during the daytime. Our next door neighbors have just gotten a dog. It whines and barks all day long while they are gone. Unfortunately, noise laws are only enforced from 10 pm until 6 am here. Other than during the night, people and animals can make all the noise they want.

Some people ARE sure like that. They take up tasks they can't afford to look after for.
I do get annoyed if its something i care about...
other than that its their life, they'll handle or ruin. Doesn't matter to me

I would be most concerned if the dog was starving. No excuse to put up with the barking just because they are being reprimanded by the landlady.

I agree. We can report them to the local officials here. These are people who are living beyond their means. As far as I can remember, they organized a part that people come in and go in their house, which is not allowed.
