No Refund From the IRS

I filed our taxes as usual with the IRS (Internal Revenue Service) back in February and quickly received our refund via direct deposit. After filing, I received another 1099 (a report of income) and had to file an Amended Tax Return (1040X). This prompted another $330 refund. To date we have not received this refund. I called the IRS a couple of months and was told that, yes my 1040X was received; but it had not been processed as yet. Fine. When we still didn't receive the refund I called again last week. I was instructed to call another number (via an automated voice) which I did. The automated instructions keep advising me that there are too many calls and that my call cannot be taken at this time. So now we don't have our refund; and we have no way of talking to anyone about it. It's been 6 months since our Amended Return was received (February 17). What's my next step? I don't know. It's the government...my hands are tied. Have you ever run into any red tape with your government? ****UPDATE: I was finally able to get into the telephone queue and had to wait 30 minutes to get a live IRS person. It took another 30 minutes for him to research our account. He ended up having to file a "referral" to find out why it has taken so long for the IRS to process our 1040X and for us to receive a refund. It will take up to 30 days to get a response.
