My plant that doesn’t flower

Outside the building where I used to work, there was an area of ‘landscaping’ (beds with shrubs). And one of the shrubs was a sage, which had gorgeous blue flowers in summer.
Being rather partial to it, I took some cuttings and grew my own plant.
I have now had this for several years and it has grown into a large bush. It looks healthy and happy. But the strange thing is that it has never once flowered, not a single flower!
I would think that it simply wasn’t the flowering type, if I didn’t know that I grew it as a clone from a plant I specifically chose for its gorgeous blue flowers.
Any suggestions?

I don't know a lot about plants. However, could it be that it's not getting enough sun? Or is the soil not right for that type of plant?

You have to apply fertilizer to them before they bloom, especially monopotassium phosphate.
