The municipality officials of my city, Rourkela Municipality Corporation is encouraging bribery

My city Rourkela, Odisha is known to be a smart city. Chores of rupees are invested in its name which of course comes from the taxes that we pay but the officials of the municipality of my city are working mindlessly only to promote bribery. A pig fell into the drain close to my house. It died, how it died no one knows. As the carcass was lying close to my neighbour's house, he informed the municipality officials. They did come but started giving endless excuses to avoid disposing up carcass until they extracted Rs. 300 for their job for which they are being paid. What are the municipality officials with the funds that's being sanctioned for sewerage and other development. Had the drain been properly covered and build as an under ground covered drain these nuisance wouldn't have happened. Do the citizens of Rourkela have to pay for municipality maintenance work even after paying the taxes regularly? Isn't it the job of the municipality officials to build and maintain proper drainage?

Bribery is really hard to counteract. Could you not go to a higher authority or are they all just as bad as each other?

Higher authorities take higher bribes..LOL The mechanism is something like this... A new person joins the job............ Seniors ask him to take bribes...if he does not, he gets framed...since all others take bribes...so he loses the job. Get what I mean?

@vandana7 The joint commissioner of the municipality of my city takes action if he gets a complaint. I have solved my problem to some extent.

My neighbour could have gone to the higher authority. Why didn't he do it I don't know on the other hand he was requesting all the other residents around to pay.

The media here is actively exposing many such wrong ways of the municipality but no one knows when such practices will stop.

@Nakitakona The media at times get paid. People are complaining and social organization are highlighting it on social sites but the problem continues.

@aninditasen It's also done by the media. But when a certain wicked president was elected, all media were being censored and was forced to closed.

We really have way too many people employed in the government offices, whether it is State government, Central government, or quasi government. Then pay commission, agitations....once the scales are fixed, we are really stuck. The machinery should be, we should be given access to a mechanism whereby we complain online, then we give stars as to resolution. Based on this, the person may be promoted demoted and salary be increased or decreased. Yes, even decreased.

You are right, since you have already paid tax to the municipality yearly, those maintenance tasks should be covered and taken care of by them.
