Some governments take addressing societies problems a bit too far

The municipality adopting this harsh treatment of homeless people was not revealed in the Tweet (and I'll keep calling them that until the Muskrat officially changes the noun). If the sign were to be taken literally, and the city was located in the US, then I would guess somewhere in a red state. However, it appears to have been put up on a bus or train in Great Britain.
However, reading the intent rather than the literal wording, the city in question plans to reduce homelessness by 50%.
No matter where the sign was posted or how they intend to reduce the homeless population, whoever wrote the sign needs to do a better job of writing and proofing.
What's your guess as to which city posted this sign?

We don't find such signs in India. Our politicians just talk and almost do nothing.
