Washington State Police fine a driver for violation of having a fake passenger aboard

A Washington State Patrol Officer whose name was not mentioned gave a driver who violated the High Occupancy Vehicle (HOV) laws in Renton Washington on Tuesday when the passenger who was aboard the auto was a Halloween dummy dressed as a circus clown.
The amount of the fine was not mentioned. The laws driving on the interstates forbid one driver driving on the HOV lanes without a passenger is a violation of the state law.

It amazes me how many people get caught doing this. It happens several times a year. I mean, does anyone REALLY need to get somewhere 3 seconds sooner by cheating in the HOV lanes? Has to be funny for the cops though. I imagine some of the dummies (besides the ones in the driver's seat) can be pretty funny.

That is true that some drivers are creative when it comes to break the rules by violating the HOV rules of the highway.

The guy tried but he was stupid to make the passenger a circus clown, If he really hoped to get away with this then it should have looked like a real person,
