Ohio State Highway Patrol Officer Alec Kalis was doing his duty in Columbus Ohio last Thursday when a dog named Miley had been seen running away from the Ohio State Fair toward a bridge west of the venue.
Officer Kalis offered his assistance to the owners of the dog by using a ladder to climb and get on the railroad tracks
Officer Kalis used potato chips to attract Miley to come to him so he could reunite Miley with her owners who are grateful for his service of rescuing their pet dog at the Ohio State Fairgrounds area.

Those railroad bridges are very dangerous! They are hooked up with electrical wiring, which could have killed this officer
Thank God, he and the dog are both safe:)

That could have been a factor since the crowd did alert the police officer of the dog being on the railroad track.

The officer improvised thoughtfully, with the chips, as otherwise, the dog might not have come to him. It looks a long way up, and a train might have come through at any moment. Well done to that officer.

I agree with you that the police officer used food to rescue the dog in the railroad tracks.
