Strange Landlords (Part 2)

The previous place we lived in was before the one that I told you about in Part 1. We had just got on HUD and found a 2 bedroom condo that was owned by a government worker. I was thinking that was pretty good, us being on HUD which is run by the government and that he worked for the government. When we first looked at the condo the dishwasher was broken and clogged up therefore there was water in the bottom of it. We were told that the owner was going to have it fixed soon. So we signed the lease and moved in. Three months later he still had not had the dishwasher fixed or replaced! And the refrigerator stopped working!. I called the landlord and he told me that if I wanted it fixed then I need to either have it fixed or get a new one. I told him that it was not one the lease that way, he had to fix it. He said that he didn't care, he wasn't doing it! The next morning I called HUD and I was told there was nothing they could do. I need to get another one and put it in there and advised me to call the health department. I couldn't afford to buy a refrigerator, but I did call the health department. The lady came out to inspect and saw the refrigerator and said that she could not force him to fix or replace it. But since it's on the lease I would have to take him to court, which I couldn't afford to do. She looked at the dishwasher and said that the water in the bottom was stagnant and she condemned it. He received the notice and ignored it! I called my church and they said that the only thing they could do was lend me for one week a very small refrigerator, because it was already promised to someone else the next week. After that I had to buy a cooler and a bag of ice daily! My boys and I walked to the store on a daily basis to get more ice and food for that day! When the lease was up we moved to the house I wrote about in Part 1.

A working fridge was included in our lease here. I own a portable dishwasher that is in good condition. We use it for extra counter space. I have our microwave sitting on it. When we were approved for Section 8, the current landlady said she would accept it and had to put in a new smoke detector/carbon monoxide detector. (Section 8 rules say inside each bedroom and in the hallway connecting the bedrooms to the main part of the house. The landlady had one installed in the hallway between our bedrooms. I'm not complaining.) She also had to get windows working in each room and make sure a person could get through them in case of a fire. It didn't take much to get the painted closed windows to work. We have OACAC (Ozark Area Community Action Corporation) doing other work on the house. They will be installing new front and back doors and installing new storm windows as well as blowing in insulation in the attic and in the outside walls to bring our heating/cooling bills down. (I pay $100 a month to heat this house in the winter and $120 a month to cool it in the summer right now. Those bills should be between $80 and $90 after the work is completed according to their calculations.)

Well I thought then too that HUD had specific rules where both the landlord and tenant had to follow the lease. But HUD didn't follow through. However I have found out that if HUD is not involved both do have to follow the lease. Why HUD got away with that I don't know. Good luck with the windows and them making the bills lower.

@dfollin It's part of the laws for renters and landlords in Missouri. If something here doesn't work, we don't have to pay rent until it's fixed. The landlord has two weeks to fix something after they receive a notice from us that something is broken/not working. If they don't fix it, we can withhold rent and consider a lease broken. Thanks. The windows are all done now. We're waiting for them to blow insulation into the attic and the outside walls now.

@DaddyEvil It is in Virginia too, but when I was on HUD I had to contact them. Your lucky you don't have to pay rent till it's fixed! I wish it had been that way here. It's illegal here to with hold rent for something the tenant has to fix.

Oh tell me about it, but they are not supposed to. I have found that when you are renting an apartment or any kind of home and it's through a management company it works better. There has been one or two apartments , smaller, privately owned apartments that were also bad. You will see that in Part 3.
