The elderly neighbour across the road now has carers coming in four times a day.
We watch them arrive and leave and notice that they are barely in there for 10 minutes.
What on earth can they do in such a short space of time.
I know he needs help in the toilet department .... and will need changing....but they can't be washing or dressing or undressing him at all. They can't be helping with feeding him. They are allocated up to an hour each visit so it is shocking that they are there just 10 minutes.

I wouldn't like my neighbors spying on me... Just saying.

@DaddyEvil I was assuming since she knew how long the carers were supposed to be there that she had talked to the neighbor, and was close to them. Like how me and one of my older neighbor are. Otherwise, yeah, I can see why that would be an issue, as you mentioned.

@DaddyEvil Really? That’s great. I wonder if it is the same here. I never asked my dad about the carers my mom had. I wondered how these places knew for sure.

What does your elderly neighbor say about the quick visits? If his family aren't complaining, then there's nothing you can do. (It seems like you're spying on him...
)
My daughter is my carer and she can get a lot done in 10 minutes, depending on what I need. (She's paid for 2 1/2 hours a day.)

@Traceyjayne If the neighbor is signing off on the work being done, then everything is fine.
I'd suggest you go over and ask if everything is okay if you think he isn't getting the care he needs. (I'm just saying that if somebody was paying that much attention to me/my house, I'd consider it an invasion of my privacy and might call the police about your unhealthy obsessive activities regarding my privacy.)

Certainly NOT spying. He lives opposite so we see from our sitting room window any cars and visitors that arrive. The carers also usually use our drive to turn their car round in, so we want to know who the car belongs to that comes onto our property. Im not trying to do anything about the situation but just voicing concerns that part of their remit is to get the person up, wash and undress and dress. Get meals, undertake light houshold duties to help the person, also shopping can be done. Also they are supposed to support the family. Included in the ten minutes is time taken to fill and their report cards and get paperwork signed. I guess your needs or remit is different but these carers are not doing what they should be.

Maybe a couple of the times they just need to make sure he takes his medications.

You and I both know , with us being UK residents, that the Care System has gone to the Dogs.
If they are allocated up to an hour with each " client" then they should be spending the entire time there.
Might be worth recording the comings and goings, find out who the provider is and send them your findings.
Someone is not doing their job.
I sure do hope neither Yvonne or I ever need this kind of " care"
I think I would rather die.

Very true, it was the same when we had them for my Dad. I never want carers and would pay privately for whatever i needed. Unfortunately those with carers jobs are the very last people , for several reasons, to be in that position.
