Police officer in Georgia rescues a kitten found clinging to a bicycle

A Rome Georgia Police Officer named PFC Evan Roden answered an emergency call from a concerned citizen about a kitten that was hanging on a string on a bicycle on Saturday June 21.
Officer Roden managed to rescue the kitten, take the kitten to be checked by a veterinarian and he decided to adopt the kitten even though the gender and name of the kitten was not mentioned.

I wonder why that happened. I hope the owner of the bicycle was not responsible for taking the kitten along for a ride by trying to tie it to his bike.

I wonder if officer Roden made a spur of the moment choice, or maybe he was going to get a cat anyway.
