A boater who was not identified was able to rescue the pilot who was the only person aboard who also was not identified admitted to the authorities that he was attempting to land his small aircraft on the runway when he could not maintain enough air speed before hitting the water as he undershot the runway. The pilot was taken by an ambulance to Star Valley Emergency Center. The pilot was not seriously injured in the accident The Federal Aviation Administration (FAA) and the National Transportation Safety Board (NTSB) are working with the deputies of the Bonneville Sheriff's Office to find the cause of the accident. The airplane will be removed from the accident site as soon as the investigation is finisihed. Link is kutv.com/news/local/boa...

It sounds as if his plane developed a fault, and it was lucky that the accident was not worse, as it might have been if he had crashed on the land.
