Student loan debt recovery getting more difficult for Kenya

Here in Kenya, we have a financier of higher education for all eligible students. It is known as the Higher Education Loans Board. It lends tuition fees to university and college students whom upon completion of the course, are supposed to repay over a given time. However as most of the students do not get jobs, they end up in self-employment hence government cannot easily track their finances. Hundreds of thousands are already defaulting. I think our government should just scrap off the defaulters than continue with the costly process of recovery. Again, it should come up with grants or partial scholarships to replace loaning. Is there a credit facility for tertiary students in your country? Are they equally having defaulters?

This is happening here. When our son was home from Ireland, he was able to find out how much he owed and is now in the process of paying it. He has never had a regular job till now.
