Every country seems to have this issue, though it seems to be much higher especially in third world countries of Asia, South America and Africa. Do you have this problem in your country and is anyone , including the government doing anything to stop the scourge?

@ogbenishyna44 There are homeless shelters, and often homeless people set up encampments in parts of the city where there is no one. Social workers will bring food to them. My dad and his church once went downtown and brought them bottles of water, wet wipes, bandaids, granola bars, things like that.
In the cold like now, shelters will go out and encourage people to come into their buildings. Some charities will rent out motel rooms for the homeless people to stay until the temperatures are no longer freezing. I was sharing a story about that this weekend. The morels aren’t nice, by any means, but they have bathrooms and beds, and there is heat for them.

@ogbenishyna44 - After all it's only 1 EURO that remains in the cart, and they offer the service to bring the cart back.

I guess the issue is not as bad in America as it is in many other countries.

In some major cities in the U S, there are beggars on the streets as well in Lake Charles. The government does not seem to care about them.

Living in such a poor and extremely corrupt country, it is a problem. I'm just fortunate, I live in a city that begging isn't such a huge problem though there are street children who sometimes do that. And they aren't even homeless. I don't know if they just do it as a prank or what.

We have such problem. Yet it's not controlled though we have a law for that begging is prohibited. It's a an eyesore. It degrades the status of a society.
