Why have pets if you can't care for it?

Sometimes i wonder why most people ever bother to have pets if they can't care for it. It's no new thing that we have pets (especially dogs, since they are the most common pets) roaming the streets from time to time. They are not homeless, the owners simply don't care for them like they should. There is this woman who lives in my street, she had a dog which as usually she never really cared for then suddenly we stopped seeing that dog. Fast-forward to a few months bacik she bought two puppies, they where both cute as puppies she would often leave them in her store all through the night and even during the day, eventually one died, now the surviving one is all grown up now, and is busy terrorizing the whole neighborhood. I have had to chase it several times from our compound after cleaning dog poop. She doesn't take the dog home but leave it at the store (which she rarely use, so i don't know why she owns the store) the dog keeps on chasing my niece who is scared of it, and other children. She doesn't feed it or cation it and nobody is saying anything about it. Why own a dog if you won't even carry it home or care for it? That's the dog on the picture, it looks calm now but goes around chasing kids (maybe playing) and pooping everywhere
