Why?

An office of the Bureau of Jail Management Penology came to my work yesterday. He's a man in his 60s and well dressed. What I didn't appreciate is that he's touchy! When he talks to me he places his hands on my shoulders. Does he do that coz he sees me the way he does his daughter? Probably. I would like to think that. But the next time he comes in, I will have the staff talk to him.

I think that is better. It is too early to have that comfort.

Just tell him you don't like that. If he still continues, go up the chain of command. He needs to hear it from you, first.

The best is to avoid him.

Yes, but he was a stranger. I'm just not comfortable when a stranger does that to me. So yeah, I'm avoiding him next time he comes in.

Just now
Probably he sees you as his daughter, but it's not polite to touch you.

That's not really appropriate for a stranger to do that.

There should be no reason for any 1 touching you when they come up to you for a conversation specially a stranger, that's rude & uncalled for.

People need to be considerate of stuff like this. Hopefully he just doesn't think about how his touching might affect others.

The hands on your shoulders thing would bug me too, and sending the staff to talk to him next time is smart... Even if he means it like a dad, it's not ok to touch people at work imo.
