In the UK Rosie the left hand lane is for normal driving. The middle for overtaking cars in the left lane and the "outside" or "overtaking" lane is for those overtaking vehicles in the other lanes. Reverse that lot and I suspect that we have what you have too. You aren't likely to get a ticket unless you are driving a vehicle that is speed restricted; driving too fast, driving dangerously, or impeding an emergency service vehicle. UK motorways (freeways) can be crazy places. The speed limit is 70MPH, but many people move at least at 80. Some go way over 100. But get caught and wave goodbye to your drivers licence at that speed.

We don't have the infamous carpool lane here in Illinois- so it's all about speeders! :)
When I lived in Seattle, we had them and I drove alone in them all the time when the traffic was bad. I was never pulled over but I would have told them I was preggers or something. LOL

In Arizona they have HOV (high occupant vehicle) lanes and if you were the sole person in the car, you'd get a ticket. People would use blow-up dolls and one woman claimed that since she was pregnant, her vehicle contained more than one person!
In Ohio, I've not seen HOV lanes and traffic seems to flow much better. The left lane was traditionally for passing, or faster vehicles. I think HOV lanes are ridiculous. They're supposed to encourage carpooling but I think the gas prices have done that much better!

rosekitty I will take a stab, havent seen three lanes in years, but I think its for carpooling myself. cannot give you a funny answer as my funny thing is gone for the day.
