Is gossiping at work inevitable?

An employee has an issue with a manager and is told that if there is ever a problem with a co-worker to go to a manager. The employee goes to a different manager and tells them about their problem, more as a way of venting to get it out then as a way to say "hey do something about this". The head co-managers hear about the problem and get angry and tell all the employees that they are sick of gossiping and want it to stop so if it becomes a problem they WILL fire whoever it is that is creating the problem. Do you see this as gossip? If you go to a higher up and tell them you need to vent about someone else and then continue to go to the closed office so as to be careful nobody overhears you, is that gossiping? Is talking about co-workers always going to happen no matter where you are or who you work with? Is "gossiping" at work inevitable?

The employee with the problem didn't handle it right by venting. This person should have vented first and then addressed their concern with the manager. The manager who heard the complaints apparently didn't handle the sharing of the information with the rest of the management or the response would have been different. Living in a small town makes this difficult to address because you are not at a company with an HR director and there probably is no local EEOC office that you, or rather this person who had the problem, can go to. And yes, gossiping at work and every place else is inevitable because people are involved and people in general are largely immature.

Well apparently somebody overheard something somewhere and told the co-managers about it and even though they had gone to the office and they just wanted to get it off their chest so they didn't create any problems with the person it was considered gossip.
