What are some ideas of what I can do with my little, 7 year old sister?

My goal for this year (and all the years to come..) is to just be a better bigger sister to my little (half) sister Leah, who is 7. I really don't do enough stuff with her! Probably about once a month, mainly due to my work schedule. But recently - my other sister (who usually spends all the time with Leah..) left for Sweden for 5 months, studying abroad. I'm wondering what I can do with my 7 year old sister in the winter that is relatively cheap and is NOT going to the movies (this is all we do). What are some relatively cheap ways that I can spend time with my sister? I'm in a rut. I need some ideas!

Are there any crafts that you and your little sister can do together? The good thing about creating something together is that the memory of when it was made will last a lifetime. My youngest sister went through a stage where she loved jigsaw puzzles. After she completed one my dad would give her a piece of cardboard so that she could glue the pieces on it and hang it in her bedroom. By the time she was a teenager she had quite a few of her creations hanging in there.

maybe take her to a mall (dont have to spend anything but to window shop) um maybe get a craft kit so both of you can make crafts (you know those types at stores where you can make makeup or jewelry etc) i think anything you do with her will make her happy at that age.. i mean she is getting to spend time with you and everything.. i know when my cousin would take me some where it could be just for lunch and a walk down town and i loved it because i didnt have any sisters and just liked spending time with her even if it was stupid or boring etc
