Why even after I remove programs in Vista, this not frees up memory space? I do it from Control Panel/Programs and Features/Uninstall,change. But icon show that the used space is still same?!

It sounds like you're confusing memory and hard disk space. Memory space is limited by the amount of physical RAM you have in your computer. It's volatile: when you start the machine, all the memory is empty and the computer fills it up as you do stuff - loading the operating system, opening programs and all the other stuff it has to "keep in its head" while you're using the computer. When you switch off, the memory gets emptied. Hard disk space is like the computer's note book and is limited by the size of your hard drive(s). You install programs onto the hard disk or save documents (and other stuff) so that they don't get lost when you switch off. When you write them onto the disk, they stay there until you remove them (barring accidents and disk problems). When you go into the control panel and uninstall programs or features, you're removing them from the disk, not the memory. The amount of memory you're using won't change significantly. You should have more free disk space after removing them, though. The exception to this is operating system features: Windows often uninstalls the features but leaves the files on the disk, in case you want the features back again at a later date. If it's doing this, you won't notice an increase in your free disk space, even after uninstalling.

The other possibility (which I haven't specifically checked for, so I can't confirm whether it's true or not) is that 'Uninstall' works in the same way as 'Delete' ... in other words, simply transfers the files to the 'Recycle Bin', effectively marking their position as 'Used but Usable'. Emptying the Recycle Bin (and defragmenting) might show a change in the 'Free space' figure displayed for that drive in 'My Computer'.

The message say that memory is too low and have to free space. Also sometimes after this message I can't download new program. It's not problem to lose this program after uninstalling, because I can get it again from my profile in my shop. I need with uninstalling to free space on hard disk.

There many programs you can use to help free up space. I reccommend CCleaner. It will clean out your cookies and internet history. This can free up a lot of used spaced. Espeically if you haven't done it in awhile.
