Is It "Counterfeiting" If You Give a Beggar a Fake Twenty?

A member of an online forum I write on thinks that 'religious tracts disguised as cash' should be considered counterfeiting. What do you think? (You see why I didn't post this on one of my 'at least 50 words'-forums )

that is disgusting religious tracks resembling money that's pretty crude. If you want to help someone help them do not stuff paper in their hands they cannot buy food with religious tracts.
