Yes, probably just a decoration. May be also she is carrying some tissue paper or handkerchief or extra gloves, in case the one she is using get dirty.

I also think it is a decoration.The hand bag,I guess,is the necessary part for the Royal Family female members.Or taking the handbag in the formal occasion is the polite way for a Royal Family female members.

The Queen carries a comb, a handkerchief, a small gold compact and a tube of lipstick in her handbag. Most people think the Queen never carries money. This is not true. The Queen does carry money on Sunday's; a folded note of unknown denomination which she discretely places in the collection plate when she goes to church.
