Sounds like he's not serious about marrying you or he would have by now. You've got two options: Live life like you are and if you get married, then you get married. If not and if you're okay with this, then stay like this. Or just leave. It's obvious that he doesn't mean what he says about wanting to marry you.

get planning. you're engaged. start researching venues, costs, registrars etc etc. run some ideas of yours by him, get him to come to a venue with you and book a date. the fact is, most men aren't that interested in the actual planning part. they see it as our job. a lot of men are happy to just turn up where and when you tell them. they're not often interested in colours or clothes, or who sits near who. maybe get him onto planning the music, that tends to be something that gets their interest. he's asked you, he wants it to happen. the ball is as much in your court as in his. seriously, I have a notebook crammed with notes and ideas, and things I need to arrange, his notebook says "buy suit. write speech" and that's it. hehe.

Talk to him. Let him know how you're feeling. That's really all you can do. If things don't change, threaten to leave him and then see if he does something.

I would make it clear to him that he needs to quit talking about it until he has a ring and is really ready to do it. When bring it up if you are not going to ask properly and produce a ring?

I jdeforge, If your boy frend is keep on asking just tell him yes at the same time just ask him when and where he wants to marry you. how he wants to marry you in regstrar office and than publicly or just in registrar office only. does he realy wants to marry you or need a marriage certificate only.
