Does anyone have a website to look up by phone number?

I'm trying to figure out who someone is that keeps calling us. They block their number on our phone, but I'm able to log into our cell phone account page and see the number that is calling. They keep calling and leaving harrassing voice messages to us. If we answer the phone they are very ignorant. It's always a bunch of kids. At first, I thought it might be my boyfriend's exe's kids-- but now I'm not so sure. I was able to google and find general information about the phone number that is calling, and it's actually from another state, not where his ex-girlfriend is located. I've also tried reversephonedirectory.com, and that was only able to show me the city/state/and county of the phone number, and that it was a landline phone. I really want to see the name of this person, to see if we know who it is-- or if it's just someone that likes to prank call us and give us a hard time. Does anyone know of any sites that I can look up a phone number and find out who owns it? Also, with all of that said, since I have the phone number, is there anyway to block it from calling us thru the cell phone company? Should we file harassment charges or something? This has been going on for months!
